Construction started with an expansion of $ 700 million at Foxwoods in November 2005. On April 25, 2006, Foxwoods announced that they leased the MGM Grand brand for the new building, and it will be a partner in the MGM Mirage expansion project. The expansion at Foxwoods, called MGM Grand, opened on May 17, 2008. It’s a separate building from the main Foxwoods resort but is connected by a walking walkway and Tanger Outlets Foxwoods. Facilities at MGM Grand at Foxwoods include:
In late 2013, MGM Mirage left Foxwoods. The tribe renamed the building Fox Tower as part of their rebranding effort as they faced new competition with other casinos in the area.
In 2015, Tanger Outlets Foxwoods opened within the complex between two hotel towers. The shopping center with 85 stores, built for 120 million dollars, focuses on luxury brands.
Starting with an employee-led website to get support and share ideas on how to respond to changes that employees went through, a small employee base turned to several union organizations to determine if unionisation was the most appropriate method for Foxwoods Resort dealers. After the dealer group decided on the UAW in June 2007, the UAW helped collect signatures from dealers to support a union. United Auto Workers announced in September 2007 that it had collected the required number of signatures required to hold an election to determine whether table games and poker dealer association representation was desired.
The tribe objected to the jurisdiction of the National Labor Relations Board for Native American initiatives that made reservations. After reviewing the hearings and petitions, the NLRB ruled in favor of the union and ordered the union election. On November 24, 2007, employees voted to unionize: 60 percent in favor and 40 percent opposed. Foxwoods dealers voted 1,289 for the union and 852 against the representation, and opposed 36 additional ballot papers. Approximately 2,700 dealers and double-rate dealers were eligible to vote in the election.
After the workers were granted the right to unionize, Foxwoods Casino reiterated its objection to jurisdiction by challenging the election results. In addition, he said, the NLRB made mistakes during the voting because it only printed the ballot in English and provided notices explaining the election in only one form of Chinese, thus depriving the workers of their rights. He also said interactions between union officials and some voters were illegal. An NLRB Administrative Law Judge concluded that the union and the board had ample statements in various languages regarding the election. Foxwoods appealed the decision.
The Foxwoods dealer union asked the state of Connecticut to improve conditions for their workplaces. Workers and union organizers pushed the Foxwoods and Mohegan Sun for laws banning smoking on the casino floors. The Mashantucket tribe opposed a total ban on smoking; however, in May 2009, Connecticut Governor M. Jodi Rell signed an agreement with Foxwoods to limit smoking areas at the casino.
On January 26, 2010, Foxwoods dealers signed an employment contract with Mashantucket Pequot Tribe. It is the largest union-represented dealer group in any US casino. On 7 August 2013, the union decided to provide retrospective and future hikes to dealers, set stricter limits on second-hand smoke, and how tips should be distributed to dealers.
